I disse dage oplever vi, at britiske politikere foreslår, at Storbritannien skal blive i EU’s toldunion. Det ville jeg aldrig kunne anbefale for Danmark. Derimod vil jeg varmt kunne anbefale et dansk medlemskab af EFTA. En genindtræden i EFTA vil have mange fordele for Danmark – og selvfølgelig også for Storbritannien.
Et land, der ikke er med i EU, men som er med i EU’s toldunion kan ikke lave egne handelsaftaler med andre lande, og er nødt til at kopiere alle EU’s handelsaftaler med andre lande uden at have nogen særlig indflydelse. Det betyder f.eks. at briterne er nødt til at sige ja til TTIP, hvis EU og USA bliver enige om den aftale, men ikke kan lave egne handelsaftaler med f.eks. Australien, Indien og Kina.
Toppen af britisk Labour ønsker, at binde Storbritannien til EU’s toldunion og håber, at EU vil give Storbritannien indflydelse på EU’s handelspolitik. Det er nok ikke særligt realistisk, at EU vil give briterne indflydelse på handelspolitikken efter, at Storbritannien er trådt ud af EU. For hvis EU gør det, er de også nødt til at give Tyrkiet indflydelse på handelspolitikken. Tyrkiet er nemlig med i EU’s toldunion uden at være med i EU.
At være i EU’s toldunion uden at være i EU har desuden en anden ulempe. Hver gang EU åbner sit marked for et land, som de indgår en handelsaftale er lande i toldunionen, der ikke er med i EU, også nødt til at åbne deres markeder for det pågældende land. Men det land, som EU har lavet handelsaftale med behøver nødvendigvis ikke åbne sit marked for landene i toldunionen, der ikke er med i EU. Dette betyder, at Tyrkiet i praksis oplever, at de lande EU indgår aftaler med fastholder told og restriktioner over for Tyrkiet samtidigt som tyrkerne åbner deres marked for de pågældende lande. De får nemlig det tyrkiske marked gratis med i aftalen. Det samme vil formentlig ske med det britiske marked, hvis Storbritannien bliver i EU’s toldunion.
EFTA-medlemskab er derfor et langt meget bedre alternativ til EU.
EFTA er et mellemstatsligt samarbejde bestående af fire lande Norge, Island, Schweiz og Liechtenstein. Organisationen sikrer handel og samarbejde mellem de fire lande, EU og mange andre lande i verden.
EFTA-landene er ikke med i EU’s toldunion. Det giver dem frihed til at indgå egne aftaler med lande fra alle dele af verden. Landene i EFTA har frihed til at lave handelsaftaler selv eller til at gøre det gennem EFTA.
EFTA har handelsaftaler med mange lande og områder f.eks. Canada, Sydkorea, Hong Kong, Singapore, Marokko, Albanien, Det Palæstinensiske selvstyre, Israel, Mexico, Peru og Chile.
Det er muligt, at være med i EFTA uden, at være med i EØS-aftalen. Men selv EØS gennem EFTA er bedre end EU-medlemskab. Det allerbedste for vil dog være at vælge en relation til EU, som minder om den Schweiz har. Schweiz relation til EU er ligeværdig og giver ikke EU-domstolen magt i Schweiz.
Danmark var en gang med i EFTA, men vi trådte ud da vi blev medlemmer af EF. Det er min klare holdning, at Danmark bør genindtræde i EFTA når vi træder ud af EU. Derudover skal vi styrke det nordiske samarbejde.
