I en tid med klimaforandringer, terror, skattesnyd og mange andre udfordringer er det forståeligt, at nogle stiller spørgsmålet, om det ikke er bedre at reformere EU end at melde sig ud. Vi ville ønske, at vi kunne svare ja på dette spørgsmål. Men det kan vi ikke. Det skyldes ikke mindst EU’s tonedøvhed og fortsatte centralisering af magt. I EU’s traktat er det slået fast, at målet er en stadig snævrere union, og det er den vej unionstoget kører.
Lad os dog starte med at slå fast, at Folkebevægelsen mod EU går på to ben i forhold til EU. Vi arbejder aktivt i EU-parlamentet og forsvarer demokratiet, miljøet, velfærden og det globale udsyn. Vi gør således, hvad vi kan for at forsvare vigtige værdier og modvirke de skadelige følgevirkninger af EU-medlemskabet. Det har vi gjort siden det første direkte valg til EU-parlamentet i 1979. Vi har igennem årene hørt, at mange velmenende EU-tilhængere ville kæmpe for positive reformer. De har bare aldrig klaret det. EU er i stedet fortsat i retning af en endnu mere centraliseret union.
Der er god grund til at stille tre spørgsmål til dem, der vælger at gå reformvejen:
Her er begrundelsen for, at vi mener, at det er afgørende at kæmpe for en udtræden af EU:
For det første har vi gennem årene oplevet en tonedøvhed i Bruxelles. Mange befolkninger har stemt nej til EU-traktater, til mere union og til EU. F.eks. har danskerne stemt nej til Maastricht-traktaten, nej til euroen og nej til en overstatslig retspolitik. Svenskerne har stemt nej til euroen. Irerne har stemt nej til Nice-traktaten og Lissabon-traktaten. Franskmændene og hollænderne stemte nej til EU-forfatningen. Nordmændene har to gange stemt nej til at blive medlemmer af EF/EU. Grønlænderne og briterne har stemt for udtræden.
Men hvad er reaktionen i Bruxelles? Kommer der en reel selvransagelse, hvor det dér diskuteres er, hvorfor befolkninger går imod EU?
Vi må konstatere, at dette ikke er tilfældet. Der sker ikke grundlæggende forandringer, som er til gavn for demokratiet og andre vigtige værdier.
Den britiske premierminister David Cameron forsøgte at få den britiske EU-afstemning til at dreje sig om en reform af EU eller udtræden. Cameron kunne nemlig godt se, at der var store problemer i EU, men han fik megen lidt hjælp fra Bruxelles, og derfor tabte reformlinjen i den britiske folkeafstemning.
At Storbritannien – et af EU’s største medlemslande – træder ud af EU, burde virkelig få politikerne i EU til at starte en debat om, hvad der kan gøres bedre.
Hvad kan der gøres for at få et levende og reelt demokrati? Hvad kan der gøres for miljøet og grøn omstilling? Hvad kan der gøres for borgere, der trues af eller lever i fattigdom? Hvad kan der gøres for at få en bedre verden?
En reform af EU ville jo være en oplagt reaktion på Brexit. Men nej, det sker ikke. I stedet fortsætter unionsudviklingen med tigerspring fremad, og især på ét område sker der noget. Det er det militære område.
EU har efter den britiske folkeafstemning etableret:
Den franske præsident Macron og den tyske kansler Merkel taler desuden åbent om, at der bør etableres en EU-hær.
EU’s indblanding i velfærdsydelserne er også voksende. Snart vil EU vedtage nye regler, der har betydning for, hvornår EU-borgere kan få dagpenge i Danmark. Denne lovgivning fra EU kan ende med at undergrave den nordiske velfærdsmodel.
Vores konklusion er derfor, at EU-toppen intet har lært og er 100 % tonedøv i forhold til de problemer, der er med EU.
For det andet betyder et fortsat EU-medlemskab, at demokratiet er svækket. Ingen folkevalgt politiker i EU kan stille lovforslag inden for de områder, hvor EU har magt. For embedsmændene i EU-kommissionen har monopol på at stille lovforslag i EU. EU-parlamentet er bl.a. på grund af dette ikke et parlament på linje med Folketinget. EU-parlamentarikerne kan kun lave ændringsforslag til EU-kommissionens forslag. Dette strider imod den demokratiopfattelse, der ligger til grund for den danske grundlov, og burde få alle, der ønsker et reelt demokrati, til at reagere.
Demokratiet er også svækket af EU’s traktatgrundlag. Traktaten fastholder, at målet er en stadig snævrere union og den forhindrer, at en så simpel ting som EU-parlamentets rejsecirkus mellem Bruxelles og Strasbourg kan afskaffes, selv om stort set alle danske politikere ønsker det.
Danmark er også nødt til at støtte atomkraft, selv om vi som land har besluttet, at det er noget, som vi ellers ikke vil have. Traktatens magt betyder også, at det er EU-domstolen, der skal have det sidste ord i tolkningen af EU-lovgivning og EU-traktaten, heriblandt sager om EU’s indre marked. Der er således en række områder, som vi ikke længere selv kan bestemme over, fordi EU’s traktatgrundlag og EU’s indre marked har begrænset den politiske kampplads. Konsekvensen er, at det ikke længere er muligt for de folkevalgte politikere at ændre på lovgivningen på vigtige områder af dansk politik. Demokratiet er dermed alvorligt svækket.
For det tredje betyder EU-medlemskabet, at den danske stemme i FN og andre internationale organisationer er svækket. Det betyder, at vi støtter mindre ambitiøse forslag, når det gælder klimaproblemerne og andre vigtige spørgsmål. Allerede i 1995 blev Danmark, Finland og Sverige truet af EU-kommissionen med EU-retssag, hvis de tre nordiske EU-lande ikke inden for 24 timer trak sig ud af et nordisk forslag til forbedring af Basel-konventionen om transport af affald over landegrænser. Norge, der ikke er med i EU, gik videre med forslaget internationalt, og det endte med at blive vedtaget globalt (den norske avis Dagbladet den 2. december 1995). Havde Norge været med i EU, var forslaget aldrig blevet stillet.
Norge spiller også en vigtig rolle i internationale fredsforhandlinger, netop fordi de ikke er med i EU og ikke behøver at følge EU’s terrorliste. Danmark kunne bakke op om Norges indsats for fredsmægling, hvis vi ikke var med i EU.
Vi ønsker inderligt, at vi samarbejder i verden, og at vi imødegår de udfordringer, som Danmark og resten af kloden står over for. Men det må ikke ske på en måde, der undergraver, hvad generationer har bygget op i Danmark på velfærdsområdet, og på en måde, der er til skade for demokratiet, miljøet og det globale udsyn.
Fortsætter vi med at være med i EU, er der stor risiko for, at Danmark ender som en delstat i Europas Forenede Stater. Vigtige værdier bliver sat under pres, og vi vil få endnu dårligere mulighed for at imødegå de mange udfordringer. Vi er derfor ikke i tvivl. Danmark bør træde ud af EU og blive en god nabo til Unionen. Vi har brug for samarbejde, men ikke på den måde, som det sker i EU. Vi ønsker, at Danmark genindtræder i EFTA og styrker det nordiske samarbejde.
